Determine The Delay In Investment

Saturday 01st May 2021   117 Thamer Al Himas   The group of countries that were counting on the socialist system, which suffered a collapse in the nineties of the last century, caught their breath, as they possessed an economic infrastructure and administrative traditions in harmony with them, so they did not deviate from development.

In Iraq, the beginning was an institution for development, so it became associated with the decision to cancel all lagging investment licenses and their completion rates from zero to 35 percent, and the time period for their implementation has expired. One trillion dinars.

The decision needs a lot of effort, caution and expectations, because first it will shock a lot of the direct abusers and their incubators, whose work traditions have become against the stream of poverty, unemployment, overpopulation, and the decay of civil and governmental projects, and this challenge is not resisted by administrative traditions, but by adhering to the spirit of the last directives that can be said to be It has become the legitimate and legal tool.

To face this decision, it is expected that all means and methods will be used with the help of bureaucratic and quotas, because the decision will violate red lines that have been institutionalized for the last 18 years, so that they have critical numbers in a difficult equation, i.e. supportive and populist interests, extending from the border crossings and beyond them, to the water file that ranges And its relationship with investment,

and what circumvents the currency window, which reflected negatively on the weakness of the local product, because the currency of any country is based on its production of agriculture, industry, tourism and investment absent with premeditation in the three fields.

The experience of the Kurdistan region is a model of stability since the nineties of the last century, during which the industry developed and achieved self-sufficiency in agriculture, and tourism flourished to compete with neighboring countries, compared to only the cities of the center and the south,

but their local imports were not sufficient according to the records of the budgets annually. It is important now to pay attention to the passage of the compound oil and gas law as a direct reason for investment in the oil industry, and other related pending economic issues, because the lagging investment projects fall under this context, whether in the north, center or south.

We have practically not touched any electoral program that includes support for the annual or five-year plans of the Ministry of Planning, whether in the region or the center, nor have we heard any voice in support of the Federal Service Council, which intends to distribute job grades as a result of the movement of owners.

For the purpose of supporting the decision to withdraw investment licenses for projects that are lagging in the Investment Authority, each ministry must, within two months, hold its founding investment conference to determine, in practice, its place so that its general managers will be legally responsible for the numbers and results approved by the conference,

because we are in a hurry that the articulated elections are on The doors, and to bridge a gap widening in hours and days, let us see the reflection of ministerial plans that are consistent with the plans, numbers, and standards of planning, because there is no exit from the impasse without the investment compass to its new reality.
