For me, these folks are hanging onto every dinar they can squirrel away, they’re in survival mode right now.
Government projects have stopped, pay cuts, the war with ISIL and others all contribute to this, until there’s relative peace and stability, nothing’s going to change.
I also agree that without banking laws, the folks are going to shy away from the banks.
There’s been too many stories about folks being unable to withdraw their funds because of low liquidity, no one trusts the banks in Iraq.
