THEY HAVE AGREED ON THE HCL. DURING THIS WEEK THE HCL WILL BE VOTED IN FOLLOWING THE BUDGET VOTE…ACTUALLY EXPECTED ON THE 16TH. IT MAY NOT BE SAME DAY BUT THEY STATED IT WILL BE THIS WEEK.

chattels: How often and on what other issues and votes he can create and maintain such a political coalition remains to be seen.

chattels: Iraq’s courts are notorious for giving into political pressure and not dealing with high profile corruption. Sudani was a perfect example as the premier and Dawa both made sure he would not be found guilty. Later in 2015 when he was finally sentenced the situation was different because he was no longer a minister and was out of the country so nothing would happen to him.

chattels: Sudani finally being convicted was not a victory for Iraq, but rather a sign of its weak institutions. It took years to finally find him guilty, but that was only after he had resigned, left the country, and probably taken his ill gotten loot with him to England.

This is rather typical in the country. The ruling parties have threatened and bribed judges to drop these types of trials, which is why the courts are unwilling to take on any serious corruption cases because of the political repercussions. It’s just these types of situations that have led to protests this summer across the nation, and in the past, and led to a deep level of cynicism about the government by the citizenry.

There is no serious attempt to change the system, because the elite rely upon payoffs, bribes and kickbacks to rule. It would take a generation to root out these practices, but there is no will to do so as seen by the backlash against Prime Minister Haider Abadi’s reform program.
