Shafaq News / The Constitutional Amendments Committee in the Iraqi parliament was unable to find a formula that satisfies the parliamentary blocs regarding Article 140 of the constitution concerning the disputed areas between the Kurdistan Regional Government and the federal government.

Throughout the past period, the assigned committee held a number of meetings to make amendments to constitutional articles. It was proposed to cancel Article 140, but this proposal was met with strong rejection of the Kurdish parties.

The reporter of the Constitutional Amendments Committee, Saeb Khadr, said in a press conference held at the parliament building and attended by the correspondent of Shafaq News Agency, that the committee held an important meeting today in order to present its final report to the parliament presidency next week.

He added that today’s meeting was dedicated to discussing the amendments proposed by the representatives, as well as discussing Article 140, and this article contains different opinions by the political forces and other components, adding that the views of the parliamentary forces on Article 140 were divided between cancellation, amendment and retention.

In addition to the Kirkuk governorate, the disputed areas are divided between Nineveh, Diyala and Salah al-Din, and were subject to a joint authority between the Kurdistan Region and the federal government before the independence referendum that was held by the region in September of 2017.

Article 140 provides for the removal of demographic policies conducted by Saddam Hussein’s regime in the disputed areas in favor of the Arabs at the expense of the Kurds, and then counting the population before the last step, which is to hold a referendum whereby the residents determine whether they wish to join the Kurdistan Region or remain under the administration of Baghdad.

It is likely that the 2021 budget will be approved at the end of this December.

The committee’s rapporteur, Ahmad al-Saffar, said in a statement to the Iraqi National News Agency , that “the government has postponed sending the budget to the House of Representatives so far due to the high oil prices in the global market, which requires reformulating the numbers in the budget sections to reduce the financial deficit ceiling and increase revenues.” .

He explained that “the Council of Ministers will meet next Tuesday and may approve the budget then or hold a special session to discuss and approve the budget next Wednesday, which means that the budget will reach the Presidency of Parliament early next week.”

He added, “The draft budget is still up to the General Secretariat of the Council of Ministers to audit it in coordination with a special committee from the Ministry of Finance and the International Monetary Fund to update the exchange rate of the Iraqi dinar before the end of the fiscal year,” indicating that “according to government estimates that we have informed about the price of a barrel of oil.” In the general budget, it will be between 42 – 43 dollars. ”

The spokesman for the Council of Ministers, Minister of Culture, Hassan Nazim, announced last week that the Council of Ministers decided to postpone its session devoted to discussing the draft Federal Budget Law 2021, until Saturday, when it has not been held yet.

Dave  Baghdad / Al-Masala: Iraqi Foreign Minister Fuad Hussein called, on Sunday, December 6, 2020, to form a committee to follow up the outcomes of the Kuwait Donor Conference.

A ministry statement received by Al-Masalla stated that the Minister of Foreign Affairs discussed with the Secretary-General of the Gulf Cooperation Council Nayef Falah Mubarak Al-Hajraf a number of issues related to Iraq, and called for the need to form a committee to follow up on the outcomes of the Kuwait Donor Conference.

Hussein stressed the need for coordination with the World Bank, and stresses the need to create a mechanism for joint work with the Cooperation Council.
