 Question: “It sounded like to me one of their goals is to try to get the US dollar as the predominant currency in Iraq.  Could this be their way to get notes off the street?”  No.  That’s a good question even though it’s a big no…The fact that you asked that question make me unbelievably happy because that’s how you have to think about currency… Are they expanding their money supply or are they decreasing their money supply?
