[Iraq boots-on-the-ground report] FIREFLY: The HCL is still being worked on. They are back in Baghdad meeting right now. This has no final agreement signed now. We’re not too concerned about it because we know they’re going to agree. As of yet there is nothing that has been signed. This is a sticky point and has to be signed and activated.
