In a move that was considered a new attempt to speed up the task of the Iraqi Prime Minister in charge of presenting his government to Parliament in the coming days, the ” Coordination Framework ” coalition , which includes the political forces and blocs close to Iran in Iraq, said that it authorized the Sudanese to choose the ministers of his government, which is the share of his The coalition, while Al-Sudani issued a statement this morning, confirming a political agreement that requires the political blocs to present it with candidates to fill the ministries, provided that he has the right to reject or accept them.

 

As of this morning, the Iraqi parliament has not issued a statement indicating that a session will be held tomorrow, Saturday, but sources in Parliament in Baghdad, in separate conversations with Al-Araby Al-Jadeed, ruled out holding a session of granting confidence to the Sudanese government during the next two days.

 

One of them, preferring not to be identified, said in a phone call with “The New Arab”, from Baghdad, that “there are intersections and discrepancies within the same bloc, and from various political forces, and the ministerial cabinet has not yet been completed,” stressing that if Al-Sudani wants to enter Parliament during this week, it is not likely with a full cabinet, and he may present his government with vacant ministries.

 

The Iraqi constitution, in force in the country since 2005, allows the prime minister-designate to present his cabinet with an incomplete one, provided that the shortage does not exceed half the number of his government’s ministries, provided that the remaining part is completed, and through another supplementary voting session on the rest of the ministries at his request to Parliament.

 

 

Late Thursday night, the leaders of the “coordinating framework” to which Al-Sudani belongs held a meeting, during which they discussed the formation of the government and overcoming the obstacles facing the prime minister-designate. In a statement, the coalition confirmed that “Al-Sudani was authorized to choose the ministries that relate to the weight of the electoral coordination framework, after the political forces submitted lists of their number and their representatives with live signatures and candidates and according to the criteria of the Prime Minister-designate, on a range of ministries,” noting that “he authorized Al-Sudani to choose between candidates or Suggesting new ones.

 

He added, “It was also authorized to rotate ministries between components or within the component, and to exclude the ministries of interior and defense from quotas , and to nominate civilian or military personalities to them, in order to ensure the achievement of an effective service government in line with the ministerial program.”

 

On the other hand, Al-Sudani issued a brief statement in which he affirmed that “the agreement between the political blocs that make up the framework includes giving the opportunity for each bloc to present its candidates to all ministries.” The statement added: “The matter of selecting the candidates is left to the person of the designated prime minister, based on competence, integrity and ability to manage the ministry.” , according to the electoral weights of each bloc,” according to what was reported by the Iraqi News Agency (INA) this Friday morning.

He continued, “We have no knowledge of what is happening about the participation of some independent representatives in the formation of the cabinet, and we will have a special bloc within the House of Representatives, under the name (parliamentary opposition) to fight corruption and eliminate quotas in state institutions.”

 

In this context, the researcher in Iraqi political affairs, Mujahid Al-Taei, seemed pessimistic about the next stage, and said in his tweet: “Returning to the approach of 2018-2019 will be destructive, as this approach has sparked widespread popular uprisings against the government run by militias. Al-Sudani may be friendly. And capable, but so was (Adel) Abdul-Mahdi when he came to power, before handing over matters to Iran’s proxies without hesitation.

 

The Prime Minister-designate is making accelerated efforts to form his government as soon as possible, and he must present the formation within 30 days from the date of his assignment, which means that the date of the last session to vote on the new government in Parliament will be on November 13 next.

A New Date For The Session Of Granting Confidence To The Sudanese Government, And Disagreements Over Several Ministries

 

Erbil (Kurdistan 24) – The Wisdom Movement led by Ammar al-Hakim suggested that the Iraqi parliament would hold a voting session on the government of Prime Minister-designate, Muhammad Shiaa al-Sudani, next Tuesday.

 

This comes after the postponement of Saturday’s session, which the “state coalition” said earlier, was determined to invite parliament to vote on the new government on Saturday, October 22.

 

Local media, citing what they described as private sources, stated that the continuing dispute between the Iraqi political forces (Sunni, Shiite, and Kurdish) was the reason for postponing the confidence-granting session.

 

The same sources confirmed that the dispute centers around the ministries (oil, interior, and defense), as well as about the shares of political parties and blocs.

 

She added that it is likely that the formation of the Prime Minister-designate will proceed in Parliament, but not completely, and the vote on some ministries that have not yet been decided will be postponed.

 

Meanwhile, activists reported on social media and news groups what they said was the list of Sunni blocs’ candidates for the Ministry of Defense.

 

The list, which Kurdistan 24 followed, included Lieutenant-General Hamad Al-Namis, Dr. Khaled Al-Obaidi, and Lieutenant-General Nasser Al-Ghannam.

 

Al-Sudani faces clear challenges in announcing the formation of his government, in the wake of the emergence of differences between the political parties, over the share of each of them in the next government.

 

The designated prime minister has 30 days to present his government to parliament, and in the event of his failure, the Iraqi president will have to delegate the task to another person within the largest parliamentary bloc.   LINK
