European report: The Iraqi political system is on the verge of collapse as it reaches “old age”

The European “Modern Diplomat” report, translated by Al-Mada, stated that “Iraq has been living since 2003 the impact of political crises that have obscured all consensus between the blocs that make up the political system.”

He promised the mechanisms for demanding reform, “either they are weak without leadership in a way that makes it easier for the ruling parties to steal these attempts, or those who demand reform are part of the current political system and the cause of the problem.”

The Coordination Framework Postpones The “President’s Resolution” Session To Thursday, And Doubts About The Possibility Of Achieving A Quorum

The failure of the mission of the “framework” delegation to the capital of Kurdistan precipitated the postponed and expected confrontation with the leader of the Sadrist movement, Muqtada al-Sadr.
On the other hand, there are doubts about the possibility of achieving the necessary quorum for the session to choose the “president”, as some forces may boycott the parliament.
Meanwhile, a member of the Sadrist movement, Judge Jaafar al-Moussawi, said that the third Karkh investigation court decided to release the leader of the State of Law coalition, Nuri al-Maliki, on bail, in the case of audio leaks that spread last month.
Al-Sadr’s minister, known as “Saleh Muhammad al-Iraqi”, had on several occasions called on the coordination framework to take a position on the “leaks” and the “threats to civil peace” contained therein.
Also, the Secretary-General of the Sadrist bloc, Nassar al-Rubaie, had filed a lawsuit against al-Maliki, against the background of the leaked audio recordings.
Al-Moussawi, a prominent member of the Sadrist movement, said in a statement yesterday, “After the decision of the Third Karkh Investigation Court to bring in al-Maliki regarding the leaks, al-Maliki appeared this morning before the aforementioned court and his statements were initially and judicially recorded, and the judge decided to release him on bail.”
Nassar al-Rubaie launched his call against al-Maliki last month, accusing the latter of making a clear and explicit threat to the Sadrist movement and the movement’s leader, Muqtada al-Sadr.
Al-Rubaie accused al-Maliki of working to “create sedition and sectarian fighting and tearing the national fabric of Iraq,” describing the recorded speech of al-Maliki as evidence of “the criminal and terrorist danger to threaten civil peace.”

The differences within the coordination framework had reached a crucial point, as a group within the Shiite group pushed to form a government without the approval of the Kurds or the Sadrist movement.
Regarding the Erbil meeting, Abdul Salam Barwari, a member of the Democratic Party, told Al-Mada: “Until this moment, there has been no change in the party’s discourse and its candidate, Reber Ahmed.”
Berwari, a former deputy in the Kurdistan Parliament, confirmed that “the door for nomination within the party for the presidency has been closed some time ago, and the National Union does not show any flexibility.”
The media office of the head of the Democratic Party confirmed in a statement the day before yesterday that “Barzani received Parliament Speaker Muhammad al-Halbousi and the delegation of the State Administration Coalition, which includes the head of the Popular Mobilization Authority, Faleh al-Fayyad, and Muhammad Shia al-Sudani.”
He added, “The political situation in Iraq and the negotiating process for holding the next parliament session, choosing the president of the republic and forming the federal government were discussed,” noting that “the participants agreed to study these sensitive issues and reach solutions before the relevant session is held.”
Berwari expects that “the scenario of 2018 will be repeated with two presidential candidates in Parliament,” while he denied knowledge of what was leaked about the possibility of “the Democratic Party boycotting the president’s selection session if his candidate is not agreed upon.”
Meanwhile, the head of the Democratic Party in Parliament, Vian Sabri, wished not to go to the “2018 scenario,” while she talked about 3 options for choosing the president of the republic.
And Kurdish media quoted Sabri as saying, “The three options are either voting to choose a candidate for the presidency under the dome of the Kurdistan Parliament, reaching an agreement between the two parties, or respecting the choice of the majority of parliamentary seats and the votes obtained by each party.”
She added that “the dialogues between the two main parties in Kurdistan are continuing,” stressing that “the two parties have not yet reached an agreement or a common vision for choosing a candidate for the presidency of the Iraqi republic.”
And she continued, “We do not want to repeat the scenario of 2018 and the mechanism in which the President of the Republic was elected,” noting that “the position is important to us and we have our own vision for it.”
Following these developments, political sources close to the coordination framework indicated in an interview with Al-Mada that “it was not confirmed that Wednesday’s session will be held to choose the president of the republic.”
The source, who requested anonymity, expected that “the session will be postponed to another date, which may be on Thursday (tomorrow) or next week.”
In a later development, Parliament Speaker Muhammad al-Halbousi announced the allocation of a session tomorrow, Thursday, to the elections of the President of the Republic.
A statement by the media office of the Speaker of the House of Representatives stated that the latter: “I announce that the agenda for Thursday’s session, corresponding to October 13, will consist of one paragraph, which is the election of the President of the Republic.”
The House of Representatives held 3 consecutive sessions this week, the last of which was yesterday.
Ali Al-Mandalawi, the second deputy speaker of Parliament, announced last Monday that he had received a request from 170 deputies to hold the presidential election session next Wednesday (today).
