Speech Of The Secretary-General Of The House Of Representatives At The Conference Announcing The Document To Reform The Political And Administrative System

The role of Parliament in the political reform process

The turning point in the neighborhoods of the legislative authority began with the fall of the previous regime, when the representative system and democratic mechanisms were adopted together, and the first role of the legislative authority in political reform was to develop a permanent constitution for the country.

The legislative authority represented by the National Assembly at that time succeeded in this step to say the least. By its right, it was a brilliant success, whose peer was scarce in all countries of the region during more than a century.

At another stage, the Iraqi Council of Representatives contributed in its various sessions to enriching the political reform process through its legislative, oversight and even representative role to advance the reality of the political process and meet the demands of the various segments of Iraqi society eager to consolidate Concepts of democratization after decades of tyranny and dictatorship to serve the opportunities for development and prosperity in Iraq.

The Council has been actively engaging in the political or popular movement going on more than one path and positively dealing with societal demands, so it adopted more than once urgent and important reform packages, the most prominent of which was the approval of the political parties law as well as laws and decisions that enrich the ongoing political reform process during the past period, including the dissolution of councils Governorates, approval of a new law for the Electoral Commission, voting on a new commission of judges, and the formation of the Federal Service Council, as well as other important decisions that fall within the framework of achieving political reform, which represents a basic basis for achieving reform in economic, social and cultural fields.

The principle of general deterrence for every failure or stumbling in the work of any ministry or body, whether affiliated with the government or independent, was present in the work of the House of Representatives, since oversight is the most important pillar of the legislative authority.

A parliamentary session did not pass without witnessing interrogations of ministers or members of the independent bodies regarding the work Their ministries and nationalities, determining the reasons for the decline in performance and uncovering the sources of corruption in them, so he succeeded in dismissing many ministers or heads and members of independent bodies and referred many files of corruption to the Integrity Commission.

In addition to its role in accountability, the council worked during the various sessions to follow up the implementation of its laws by ensuring its transparency and credibility through the work of its deputies, whether in monitoring the implementation of laws or receiving grievances and following up on complaints in compliance with their representative role in harmony with the oversight role.

The House of Representatives focuses on evaluating its work in achieving progress in general political reform by reviewing the tools achieved for political reform, especially in implementing the political parties law, as political reform may not be achieved at a high level or not at the required level due to the parties ’investment in the parties’ labor law and the practice of political action far from The application of the law and the paragraphs it contains, which contributes to imposing many issues outside the controls on the Iraqi reality, which leads to the faltering of important aspects of the political reform process.

The House of Representatives is working hard to develop its legislative and oversight role, address the sources of corruption, and apply the law to any party by expanding the circle of accountability and accountability, legislating control and integrity laws, as well as assigning the judicial authority and supervisory bodies concerned with combating corruption and enhancing their capabilities in following up the huge cases and files that benefit the steps to achieve reform. The Central Bank Of Iraq Honors The First Woman Who Worked For It

The Governor of the Central Bank of Iraq, Mr. Ali Mohsen Ismail, honored the first woman appointed to the Central Bank of Iraq in 1951, the Honorable Mrs. Adeeb Aref Baban.

Mrs. Mjjel Baban, born in 1933, had practiced a number of feminist social and cultural activities and had participated in the national struggle of the Iraqi people against the unfair treaties concluded by the royal governments.

After the 1958 revolution, she participated in the feminist movement that supported the revolution through the Iraqi Women’s League.  She was fired and pursued after the February 8, 1963 coup, and was reinstated in 1968.

Mrs. Baban held several positions in the Central Bank of Iraq, including the position of Assistant General Manager of the Issuance Department. She left the post in 1976 as a result of political pressures faced by independent employees or those with inclinations opposing the Ba’ath rule.

It is noteworthy that the Central Bank of Iraq is one of the institutions in which the loyalty of employees is one of the pillars of its success, and its higher management is keen to honor and care for those who served in it and made good efforts.

Mr. Mjjel Baban praised this gesture from the Governor, and wished its forthcoming institution continued progress, prosperity and contribution to building Iraq.  The honor was a gold paper representing the 50,000 dinar banknote, one of the products of the Issuance and Treasury Department, with another moral honor . “OPEC” Is Considering Holding A Meeting In Baghdad

Pratha News Agency58 2020-09-10 A source in the “OPEC” organization revealed that the countries of the organization may hold a direct meeting (face to face) in Baghdad in early December, on the occasion of the sixtieth anniversary of the founding of the organization.

The source told the Russian “TASS” agency that the meeting could take place in the Iraqi capital if the epidemiological situation in the world improved, and the restrictions imposed on border crossings were lifted.

The proposal to hold the meeting in Baghdad on December 4 was presented by Iraqi Oil Minister Ihssan Abdul-Jabbar in his letter to OPEC Secretary General Muhammad Barkindo.

The organization countries were supposed to hold the meeting in Baghdad this September, but it was decided to postpone it due to the Corona crisis.

Deputy: Two Options In Front Of Al-Kazemi In Erbil … Imposition Or Subdue!

Parliament Ends The First Reading Of Five Draft And Proposed Laws

A Round Of Talks Between The Government And The Region Revealed A Reduction In Oil Production And The Value Of The Region’s Debt

Reports  Economy News _ Baghdad  After a round of talks between the federal government and the Kurdistan Regional Government, the latter revealed the Iraqi government’s request from the region to reduce its oil production, as well as the dues that the region owed to the center.

The Minister of the Kurdistan Region for Federal Government Affairs, Khaled Shawani, said in a televised statement that “an agreement was reached on the budget, as the regional government committed to handing over the center revenues of 250 thousand barrels per day.”

“The reason for not delivering revenues during the current year is due to the lack of a federal budget for the year 2020,” Shawani explained.

He added, “The Kurdistan region’s oil production was 480,000 barrels per day, but after the OPEC agreement it was reduced to 410,000 barrels per day.”

Iraqi Oil Minister Ihsan Abdul-Jabbar said last week that the Kurdistan region is still exporting oil without consulting the federal government.

He pointed out that “there is an international company contracted with the Kurdistan Regional Government that audits everything related to oil from production, sale and revenues, after which the regional government delivers all the audit data to the federal government,” noting that “the local consumption in the region is estimated at 30 thousand barrels per day.” “.

He continued: “The federal government asked the region to reduce 120 thousand barrels per day, according to OPEC, but the region is not able to do so due to the presence of financial obligations.”

The Organization of the Petroleum Exporting Countries and its allies, in what is known as the OPEC + group, are reducing production by 7.7 million barrels per day to support prices in light of the Corona virus crisis that strikes demand.

Shwani pointed out that “the receivables owed by the region of debts, borrowings and salaries for employees are estimated at 27 billion dollars,” indicating that “the monthly disbursements of the region as salaries of employees and retirees and social care amounting to 755 million dollars.”
