If [the CBI] put the [lower] notes in banks prior [to the rate change], they can’t risk staff taking pictures of the new denominations. If the staff knew all these new lower denominations were getting put into the banks they risk the banks getting held up and the new notes getting stolen. They can’t stock random ATMs sitting out in the middle of the public area getting broken into and having currency notes stolen…You have to use common sense.
