June 1, 2016, 7:47 PM     Government lending program.
Commitment of the Government to implement the comprehensive reform programme announced by the axes a few months ago the Cabinet agreed at its meeting yesterday to launch a Government loan for housing, industry and agriculture sectors amount (5.6 trillion dinars)
within the axis of economic reform through which it sought to restructure the Government and direction of the Iraqi economy in the way that ensures proper residence and diversify and moved from a productive economy and REI, transforming the economic system of the State of the consumer’s system to multiple production system resources.
Immediate approval came with launch loans to constitute a quantum leap in the course of restructuring of Iraqi economy system and a landmark in the path of a new vision for addressing the situation currently afflicting imbalance which blatantly emerged shortly after the collapse of oil prices in world markets necessitating Government initiate drastic and decisive treatments under the push towards the country’s economic situation recovered.
In this context we would like to point out, among other important points regarding the Government’s vision and objectives and mechanisms of lending:
With respect to the first vision: the Government seeks to enable the private sector to take its role in promoting the economic reality of the country through the difficulties facing him, providing necessary liquidity through soft loans and benefits suitable for rehabilitation and the establishment of factories and modern plants, and help move the market economy, and reduce the recession happened because of low oil prices.
II. with regard to the objectives pursued are as follows:
1/to provide new job opportunities for the private sector estimated at 250 000 jobs include: (young, class graduates, women heads of households, disabled, rural population) in the sectors of housing, construction, industry and agriculture.
2/help address the housing crisis, create or buy more than 36000 units.
3/to encourage the private sector to rehabilitate and operate the plants stalled productivity, introduce modern technologies with over 330 plants and factories.
4/manufacturing raw materials and supplies for industry and agricultural and industrial manufacturing industries.
5/to promote projects in the industrial cities.
6/reduce the import of commodities and products through national industry goods substitution and Iraqi agricultural products over 50 commodity or product.
7/the national export promotion competition for products and goods to other countries, producing ten items for export.

III. mechanisms of lending, and are as follows:
1 assess the amounts allocated to the various sectors of lending, as follows:
A/the housing sector: through the Housing Fund and mortgage bank 1700 billion dinars.
B/the industrial sector: through industrial bank 1650 billion dinars.
C/agricultural sector: through the Agrarian Bank 1650 billion dinars.
D/micro: through private banks 1500 billion dinars.
2/these loans are distributed to the provinces as a credit plan offered by the relevant Bank and 80% as a standard for demographics and 20% as a standard for the degree of poverty in the province.
3/to be student loan Iraqi company or association or individual Iraqi 22 years old and fully competent.
4/be interest on loans 2% for housing loan and 4% for the rest of the loans.
5/the amounts allocated to each loan is as follows:
A housing loan of 50 million dinars.
B/loans of the industrial and agricultural sectors as follows:
-Microfinance tops 500 million dinars.
-SME loans tops 3 billion dinars.
-Major project loans of more than 3 billion dinars provided that does not exceed the maximum 20 billion dinars.
-Strategic projects loans exceeding 20 billion dinars.

AIIB ‘set to earn international trust, credibility’

Membership to rise from 57 to nearly 100; first projects to be announced this month
The Asian Infrastructure Investment Bank will earn international trust and credibility through its performance, the bank’s President Jin Liqun said on Tuesday.
Jin dispelled mistrust and skepticism about China’s motivation for creating the multilateral financial institution.
He said the bank will see its first group of infrastructure projects by the end of June and will raise the ceiling on its membership numbers from 57 to nearly 100 countries and regions this year.
While the United States and Japan have declined to join the AIIB, Jin said countries can work together regardless of whether they are members of the bank, which will soon appoint a Japanese national to serve in a senior position.
“The door has been open and will remain open,” he said, adding that Japan and the US will be treated equally and fairly by the AIIB.
In a rare meeting, Jin sat down with a group of senior editors from major Asian news outlets to discuss the mission and operation of the China-led bank.
“The first batch of projects will speak volumes for the AIIB,” Jins aid, adding that the bank will unveil the second and third group of projects by the end of the year.
Jin’s remarks came ahead of the bank’s first annual meeting on June 25 and 26 in Beijing. Governors and representatives from its 57 founding members will attend.
In his discussions with the editors from the Asia News Network, Jin used a quote from English author Jane Austen to hit back at skepticism about China’s motivation for creating the bank.
“Skepticism must always be forgiven, you know, because there is no hope of a cure,” Jin said, replacing “selfishness” in the original quote, with “skepticism”.
He shrugged off suspicion and misconceptions about the bank, saying it has no intention to challenge the international financial order or to pose a threat to other multilateral development banks.
The bank is working seamlessly with international institutions, including the World Bank and the Asian Development Bank, to cofinance infrastructure projects, he said.
Jin said priority will be given initially to Asian member countries when it comes to funding infrastructure projects. But the bank will seek to expand its investment scope to non-Asian countries with strong economic ties to the continent and will look beyond the geographic boundaries of China’s Belt and Road Initiative.
In addition to funding infrastructure projects, the bank will finance sectors including education, healthcare and urban planning and management, Jin said.

“I found him to be a very articulate and learned man. I think the AIIB is in very good hands,” he said, adding that he looked forward to the announcement of the bank’s first projects later this month.

_firefly_ says to Scotzgirl():KUWAIT CITY, March 24— It still has no water and little electricity or food, but Kuwait revived its banking system today, introducing a new currency.
Banks reopened for the first time since Iraqi occupation forces shut them down in December. Thousands of people lined up to exchange their old Kuwaiti dinars for crisp new ones and to withdraw a limited amount of money.
Without electricity, the banks services were slow, limited to money exchange and withdrawal. There was no telex, no electronic money transfer and no telephones. The computers were unusable, so all transactions had to be entered by hand.
“It’s like going back 20 years,” said Mohammed al-Yahya, the manager of the Commercial Bank of Kuwait, the nation’s second-largest bank. Seized Dinars Canceled
The Central Bank is canceling the value of Kuwaiti dinars that were seized from the Central Bank and put into circulation by the Iraqis. The invalid serial numbers were posted today in front of all banks in the city.
All other old dinars can be exchanged for new ones on a one-to-one rate until May 7, when the old dinars become invalid. The new official exchange rate is 3.47 American dollars for one new Kuwaiti dinar.
Although it is severly handicapped without electricity, the Commercial Bank, like many other major banks, was able to open for business because its records had been saved from the Iraqis. Mr. Yahya hid the bank’s balance sheets in his home and sent its computer records to London via Syria with an Indian employee, who packed the tapes into the back of a trailer.
The banks also face serious personnel shortages. Only 11 of the Commercial Bank’s 35 branches opened today, with 137 out of 1,300 workers.
Before the Iraqi invasion, only 17 percent of the bank’s staff was Kuwaiti. Many of the foreign workers — Jordanians, Palestinians and Indians — fled and now cannot re-enter the country.
For those exchanging money today, there was little they could buy in Kuwait. Many of those in line said they planned to use their money for vacations or for shopping trips to Saudi Arabia to buy generators and food.
“I need to get away from this pressure,” said Abdul Mohammed Hussein, a computer engineer in his early 40’s who said he was withdrawing 1,500 new dinars to take a vacation in the United Arab Emirates. “Everywhere you go you find lines. At the supermarket, you find lines. To get petrol for the car, you find lines.”
Abdul Hamed al-Atar, a 50-year-old retired Interior Ministry official, said this was the first time he had set foot in a bank since September, and he seemed relieved. “Kuwaits always keep a lot of cash with them,” he said as he was handed crisp new piles of money that he stuffed into a small bag. “It’s a comfort to have money in my hands.”
