There was hesitation because a lot of the prior supplying of arms and munitions were ending up on the black market and some larger equipment was ending up with the bad guy’s. All boils down to some politicans being corrupt

Kurdistan President Massoud Barzani said he agreed with the Prime Minister Haider Abadi about solve all crises between Baghdad and Kurdistan in economic and oil files.
Abadi said at a press conference with the President of the Kurdistan region Massoud Barzani in Baghdad attended by correspondent {Euphrates news} Thursday, that “there is a responsibility to provide a decent living for employees in Baghdad and Kurdistan”, noting that “Mosul edits within a table Setup and the final date will be timed by the Commander in Chief of the armed forces by the readiness of all security forces.”

The premier showed Haider Abadi said Thursday its support for decentralized governance in the country and the stability of Kurdistan Iraq politically, among the International Alliance would support the Iraqi security forces and not to share Brea on Earth.
The Premier said at a joint press conference with the President of the Kurdistan region Massoud Barzani and disciple (independent) said Thursday that “we support the Central Government in Iraq and support the political stability in the Kurdistan region of Iraq.”
Abadi said that future military operations are for the people of Mosul and maltreatment batsh al (ISIS), “pointing to” seek to resolve all outstanding issues with the territory through bilateral meetings. ”
Abadi said that “there is attribution to our troops from the International Coalition on the ground to provide counseling, training and logistical support and air cover, no foreign forces fighting on the ground but only Iraqi forces are battling (ISIS).
Abbadi welcomed “the visit of the President of the Kurdistan region Massoud Barzani to Baghdad”, stating that “all Iraqis Baghdad, the capital of Dahuk to the Faroes and hope you all cooperate for the welfare of all Iraqis in all provinces.”
