WASHINGTON, D.C. — US State Department Spokesman John Kirby said on Friday that the Kurdistan Region should receive revenues from the Iraqi government pursuant to the constitution, and that Thursday’s agreement in Baghdad was a loan guarantee agreement, not a direct loan from the United States to Iraq.
“Back in December, just last month, the Government of Iraq did approve a budget that would provide for the Kurdistan Regional Government (KRG) to receive federal revenues consistent with Article 121 of the Iraqi constitution and requirements in the budget law,” Kirby said in response to the question if there was “any understanding, formal or informal, about allocating part of that loan for the benefit of the Kurdistan Region.”
Article 121 of the Iraqi Constitution stipulates how the federal budget should be shared with regions and governorates. Budget sharing has been a point of contention between Baghdad and Erbil for a number of years particularly since early 2014.
Kirby clarified that Thursday’s agreement signed by Stephanie Williams, the US Embassy in Baghdad’s Chargé d’Affaires, and Iraqi Deputy Minister of Finance Fadhil Nabi was simply a loan guarantee agreement, not the implementation of a loan from the United States to Iraq.
“There wasn’t a loan to Iraq of a billion dollars,” Kirby said. “What there was yesterday was that the United States signed a loan guarantee agreement with Iraq for up to a billion dollars.
“And a loan guarantee is much different than a loan. What this does is it makes it more affordable for the Government of Iraq to be able to borrow money from international capital markets.”
In early December, the Iraqi parliament approved a 100.67 trillion Iraqi dinars (about $85 billion) budget for 2017. It forecasted a deficit of 21.7 trillion dinars ($19 billion) and spending of 100.7 trillion dinars.

According to Tamimi’s (Journal News), it was “handed over thousands of files of corruption to the Integrity Commission against senior state officials accused of squandering public money,” and pointed to “the body in turn transmit them to the Iraqi judiciary to conduct the investigation with them,”
adding that “the judiciary has not being investigations by the special committees, but referred it to the ministries that run on them, officials suspicions of corruption to conduct the investigation on these files. ”
“The officials, who are also subject to these files, who then shut it down in their ministries without giving a specific attitude to the judiciary and thus wasting public right” and accused al-Tamimi “Some of the judges in collaboration with corrupt through the assignment of these files to the ministries they manage,” asking, “Head of the Judiciary Medhat al-Mahmoud to intervene. ”
And a member of the Finance Committee pointed out that “the judiciary must be based is conducting these investigations independently of the ministries, one of the investigating suspects without involving these ministries, committees formed by” .anthy

However, the executive authority and the concerned authorities will still be able to take the special procedures of serious work that can translate the principle of the protection of the local product and make it a reality.
Before going into the details of this issue and to develop scientific and practical solutions to deal with it they must come up with specific answers to: What are the local products (agricultural and industrial) actually eligible for coverage of the various forms of protection?
What are the methods to ensure that is can protect these products? It is eligible to actually study this issue and decide on the various requests for protection?
In order to answer these questions and a lot of sounds and calls industrialists and farmers to protect their products from the invasion and unequal competition with imported products, and despite the fact that these voices and invitations do not trap them .. But we see that the protection concept known (total ban or a partial or increase tariffs on imported) goods which no domestic production of virtually ever seen or substitute has the actual ability to total or partial coverage of the needs of the local market.
And that it actually requires identification of all materials and agricultural and industrial goods that do not suffer from the complete absence from the domestic market and is also suffering from a sharp decline or the scarcity of their production capabilities and Marodha commodity .. so it ‘s not unreasonable to take decisions to protect Products scarce or non-existent or they already are is poor and does not meet the required specifications.
It is necessary to identify the actual capacity of these products and the production cost and the final price it and compare it with similar imported products.
