The Council voted on a draft accession of the Republic of Iraq to the international regulations Convention on the Law for Preventing Collisions at Sea, 1972 and submitted by the Committees on Foreign Relations, services and reconstruction in order to accede to the Convention ,
which aims to avert a maritime collision between vessels of various kinds when it was traveling on the high seas and in water related through the development of international regulations and technical measures and preventive measures prior prevent the occurrence of such a collision.
It decided by the Presidency to refer the issue to vote to approve the re – vote on the draft second amendment to the Law of the Federation of Iraqi Chambers of Commerce and Law No. 43 of 1989 and submitted by the committees of economy and investment, financial and civil society institutions, to the Legal Committee to give opinion in this regard to the presence of the objections and reservations by the ladies and gentlemen of Representatives a re – vote.
The Council postponed the vote in principle a draft law to determine producing provinces and non-oil producing share and submitted by the committees of the oil, energy and wealth of nature and the regions and governorates not organized in a region to a meeting tomorrow because of the disruption of quorum and in order to give a chance for blocks in Parliament to study the bill and the resolution of their positions in order to vote to approve or reject it .
The Council also decided to postpone the vote in principle on a proposed second amendment to the Law of the Independent High Electoral Commission Act No. 11 of 2007 and sponsored by the Legal Committee because of the disruption of quorum.
On the other hand, the Council first reading completed for a proposed professional sports law and submitted by the Committee of Youth and Sports for the development of Iraqi sports and raise the technical skill level and the organization of professional sports mechanism in Iraq and attention to professional athletes inside and outside Iraq and the organization of professional local athletes and foreigners mechanism and to allow Iraqi sports to participate in tournaments Asian and benefit from foreign expertise in the field of sports.
The Council postponed the first reading of the proposed health insurance and submitted by the committee on health and the environment because of the arrival of a bill of health insurance from the State Council and submitted by the Cabinet to the Parliament Act.
