Iraq IS a special circumstance. Can’t compare it to China or any other country.
Remember, Iraq never lost it’s value. It was shut down by the UN and in limbo since.
[UN has a duty to restore what they devalued…I read that somewhere.]
BINGO!

But it was not devalued, it was simply shut down at the request of the US.
