Didn’t say why the State Dept had IQD. I was told the IQD were obtained through Currency Swaps…The first two batches were at a rate of 4000 to 1 USD. Some early investors bought at that rate too. They have already tripled their money which is why there are so many private “whales” now. I FOIA’d about 20 or more institutions …Every FOIA was a denial except the UST and SoS (Secretary of State). If I remember correctly, it was 2010. There was a lot going on at the time.
