[Iraq boots-on-the-ground report] FIREFLY: Bank friend said if the budget gets to parliament by the 9th that by the end of December it will be voted on and passed to the president to sign. This appears to put us in January, anywhere from the 1st on through the 1st quarter. FRANK: If they can get to parliament by the 9th and if they can review it up until the 30th of December then we’ve got a good chance for the 1st.
