The head of the Iraqi Civil Aviation Authority (ICAA), Bangen Rekani, who also serves as Minister of Construction, Housing, and Municipalities, has signed a contract with German company EMPIC GmbH, a specialist in digital software systems.
The agreement aims to enhance the authority’s regulatory and monitoring capabilities in the civil aviation sector by introducing advanced automation. The system will support oversight functions, licensing, and approvals, while also improving institutional performance and workforce efficiency as part of a broader plan to modernize operations.
Rekani described the contract as one of the most important milestones in the history of Iraq’s Civil Aviation Authority, noting that it will help Iraq meet international commitments and align its civil aviation sector with global standards. He expressed his thanks to the Prime Minister and the government for their continuous support.
Founded in 2001, EMPIC describes itself as, “dedicated to providing regulatory oversight software to the niche market of civil and military aviation regulators.”
