If Iraq waits until everything is perfect, then this will never happen.
Look at the problems our country has and we do not stop our economy to clear up drug cartels, poor national administrative actions, crazy congress member, stupid welfare laws, high crime rates in major municipalities, and so forth and so one.
I, in my opinion, feel if they were to start this ball rolling, the people get some jingle in their pockets, it will be surprising how things will work the economic reforms.
