The statement of the Speaker of the Iraqi Parliament, Muhammad al-Halbousi, about the government’s inability to pay the salaries of employees after the end of this year, raised a wave of surprise and fear among employees who are already suffering from economic problems as a result of high prices and the devaluation of the Iraqi dinar.

Al-Halbousi said, during his participation in a conference organized by the “Al-Rafidain Center for Dialogue”, a local organization, that “it is not possible to continue spending without the budget next year, due to the lack of a legal outlet, which was approved by the Financial Management Law ,” stressing that “the government will not be able to from disbursing the salaries of employees, except through a deliberate violation.

Iraq has 11 million people who receive monthly salaries from the state, according to the former Deputy Speaker of Parliament, Hakim al-Zamili, who confirmed in a previous statement, “These Iraqis are distributed among employees, retirees and other segments, and that there is an increasing number of job seekers annually by about 300,000 people from Graduates of universities and institutes in all cities of the country are all looking for work.

However, a member of the Finance Committee in the Iraqi parliament, Jamal Cougar, pointed out that “oil prices fell a while ago to below $40 and the salaries of employees were not affected,” wondering, “Why are there fears because of the price drop to $80 a barrel?”

He explained in a press statement carried by the official Iraqi newspaper “Al-Sabah” today, Wednesday, that “the employees’ salaries are fully secured and acted according to the 1/12 principle, in the event that the budget is not approved,” describing “expectations of the country’s collapse due to the failure to form the government unrealistic and considered unacceptable.”

He continued, “The Food Security Law held the government responsible for providing employment contract for a period of three years, and it is the responsibility of the ministries of finance and planning to prepare the instructions for the law,” noting that “Parliament legislated this law and it was not challenged by the Federal Court, which means that there is a possibility to legislate Other similar laws.

For his part, the economist and professor of economics at the University of Basra, Nabil Al-Marsoumi, stated that “the salaries of employees and retirees are insured even if the price of a barrel of oil drops to $50, as a member of the Parliamentary Finance Committee says, and he explains that the same prices have fallen in 2020 to about $38 a barrel. The salaries were not cut off.

He added in a blog post, “This is a very accurate statement, but the price was to raise the exchange rate of the dollar against the dinar by 23%, and the employees lost a quarter of their real salaries, while the poor lost a large part of their purchasing power as a result of the rise in commodity prices.”

And he continued, “The price was also an increase in the internal debt in Iraq by 30 trillion dinars to reach 68 trillion dinars,” he continued by saying: “Do not worry as long as there is a balance in the Central Bank of Iraq of up to 85 billion dollars, it is possible to borrow from it, even indirectly to pay off Salaries, even if the internal debt exceeds the 100 trillion dinars barrier, and if it is not enough, it is possible to raise the exchange rate of the dollar against the dinar again.”    LINK
