Iraq has been stalling and delaying the cabinet all the way since May with making no efforts to try to resolve the cabinet. That’s because the cabinet isn’t an issue. They know who they want to put in there. Everything is scheduled to the rate change. The rate change itself is scheduled. That’s the critical component to this.
