IMO at the urgent session of parliament on 3/26, they are going to implement the reforms (Delta stated reforms require the rate) before the drop dead date of 3/28.
Could that be why they are hiding the reform date from US. The foreign delegates will be present to congratulate them on their accomplishments
.Since Mosul will be liberated in March, but not announced until April. That means they can change the rate close to the timing of the reforms (3/26), but may take up to 2 weeks (4/7) for the rate to post or banks to be ready. That’s why Mosul will be announced in early April.
