Fight over Zimbabwe economic policy favours finance minister

ZIMBABWEAN Finance Minister Patrick Chinamasa is gaining the upper hand in a power struggle in the ruling party over his efforts to revive an ailing economy and tap financing from the International Monetary Fund.
In recent weeks, Mr Chinamasa has said the state may compensate white farmers whose land was confiscated and that the southern African nation will pay $1.8 billion of about $10 billion it owes to foreign lenders by June 30.President Robert Mugabe issued a statement on April 12 softening regulations forcing foreign companies to ensure black residents own at least 51% of their businesses.
“What was presented in Mr Mugabe’s statement is actually a policy shift of seismic proportions,” said Alex Magaisa, a Zimbabwean constitutional lawyer at the University of Kent in the UK “In many ways the statement represents a significant retreat by the Zimbabwe government on a flagship indigenisation policy.”
National Disaster
The changes highlight the government’s drive to resuscitate an economy that’s half the size it was 15 years ago, with about 90% of the population out of formal employment. Mr Mugabe declared a state of national disaster last month due to the worst drought in almost two decades that’s killed cattle, withered crops and left millions of people needing food aid. The government’s also struggling to meet monthly wage bills that consume over 80% of revenue.
Zimbabwe hasn’t been able to access finance to build infrastructure and create jobs since it fell into default to the IMF in 1999. The US and European Union nations imposed sanctions on Mr Mugabe and senior members of the ruling Zimbabwe African National Union-Patriotic Front, citing allegations of human-rights abuses and electoral fraud.
“ZANU-PF’s election campaign slogan three years ago was ‘indigenize, empower, develop, create employment’,” Mr Magaisa said. “It has not created employment, there has been no empowerment, there has been no development and now indigenisation has just been abandoned in all but name and slogans.”
The economy is in such bad shape it’s forced the government to re-think its management and start re-engaging with international institutions that can help support a recovery, IMF mission chief to the country, Domenico Fanizza, said in an interview on Friday. The government is making some progress in committing to reforms, he said.
“The shift is happening. They realized there was no alternative but radically transforming the economic structure of the country,” Mr Fanizza said in Washington. “It’s clear the policies they’ve been following for the past 15 years have come to nothing.”
Mr Fanizza said the economy is beset by low demand, lack of liquidity and a shrinking industrial base
.
Policy Resistance
Resistance to the policy shift has centered around a faction in ZANU-PF known as the Generation-40, which has coalesced around Mr Mugabe’s wife Grace as a potential eventual successor to the 92-year-old president.
Criticism of Mr Chinamasa’s policy direction has been led by Indigenization Minister Patrick Zhuwao, who’s Mr Mugabe’s nephew.
When Mr Chinamasa and central bank Governor John Mangudya assured banks that they were exempt from rules requiring all businesses to be at least 51% locally owned, Mr Zhuwao accused them in a statement of disregarding the law and a decision by the cabinet. Mr Chinamasa and Mr Zhuwao declined to comment about any differences within the government or the ruling party.
“My appeal and plea to you is to urgently engage the financial services sector so that all affected institutions make a commitment to developing indigenisation implementation plans and indicate such commitment to comply by the deadline of March 31 2016,” Mr Zhuwao said in a statement.
Ownership Rules
About two weeks after the deadline passed, Mr Mugabe issued the statement saying that banks wouldn’t be forced into unwanted partnerships. Standard Bank Group, Barclays and Standard Chartered have units in Zimbabwe.
Mr Mugabe also proposed watering down ownership rules for mining companies that have been in place since 2010. While new miners will have to offer a 51% stake to black Zimbabweans, existing operators will be able to retain ownership if they retain or spend 75% of their earnings within the country including expenditure on tax and wages. Foreign miners such as Zimplats, Anglo American Platinum and Aquarius Platinum met their empowerment obligations as early as 2014.
“It’s a humiliating moment for Mr Zhuwao. The indigenisation minister has now been reduced to the role of coordinator, after adopting a belligerent tone in recent months,” Mr Magaisa said. “It’s a victory for Mr Chinamasa in that ugly fight with Mr Zhuwao.”

Dinari131: How US covered up Saudi role in 9/11

In its report on the still-censored “28 pages” implicating the Saudi government in 9/11, “60 Minutes” last weekend said the Saudi role in the attacks has been “soft-pedaled” to protect America’s delicate alliance with the oil-rich kingdom.
That’s quite an understatement.
Actually, the kingdom’s involvement was deliberately covered up at the highest levels of our government. And the coverup goes beyond locking up 28 pages of the Saudi report in a vault in the US Capitol basement. Investigations were throttled. Co-conspirators were let off the hook.
Case agents I’ve interviewed at the Joint Terrorism Task Forces in Washington and San Diego, the forward operating base for some of the Saudi hijackers, as well as detectives at the Fairfax County (Va.) Police Department who also investigated several 9/11 leads, say virtually every road led back to the Saudi Embassy in Washington, as well as the Saudi Consulate in Los Angeles.
Yet time and time again, they were called off from pursuing leads. A common excuse was “diplomatic immunity.”
Those sources say the pages missing from the 9/11 congressional inquiry report — which comprise the entire final chapter dealing with “foreign support for the September 11 hijackers” — details “incontrovertible evidence” gathered from both CIA and FBI case files of official Saudi assistance for at least two of the Saudi hijackers who settled in San Diego.
Some information has leaked from the redacted section, including a flurry of pre-9/11 phone calls between one of the hijackers’ Saudi handlers in San Diego and the Saudi Embassy, and the transfer of some $130,000 from then-Saudi Ambassador Prince Bandar’s family checking account to yet another of the hijackers’ Saudi handlers in San Diego.
An investigator who worked with the JTTF in Washington complained that instead of investigating Bandar, the US government protected him — literally. He said the State Department assigned a security detail to help guard Bandar not only at the embassy, but also at his McLean, Va., mansion.
The source added that the task force wanted to jail a number of embassy employees, “but the embassy complained to the US attorney” and their diplomatic visas were revoked as a compromise.
Former FBI agent John Guandolo, who worked 9/11 and related al Qaeda cases out of the bureau’s Washington field office, says Bandar should have been a key suspect in the 9/11 probe.
“The Saudi ambassador funded two of the 9/11 hijackers through a third party,” Guandolo said. “He should be treated as a terrorist suspect, as should other members of the Saudi elite class who the US government knows are currently funding the global jihad.”
But Bandar held sway over the FBI.
After he met on Sept. 13, 2001, with President Bush in the White House, where the two old family friends shared cigars on the Truman Balcony, the FBI evacuated dozens of Saudi officials from multiple cities, including at least one Osama bin Laden family member on the terror watch list. Instead of interrogating the Saudis, FBI agents acted as security escorts for them, even though it was known at the time that 15 of the 19 hijackers were Saudi citizens.
“The FBI was thwarted from interviewing the Saudis we wanted to interview by the White House,” said former FBI agent Mark Rossini, who was involved in the investigation of al Qaeda and the hijackers. The White House “let them off the hook.”
What’s more, Rossini said the bureau was told no subpoenas could be served to produce evidence tying departing Saudi suspects to 9/11. The FBI, in turn, iced local investigations that led back to the Saudis.
“The FBI covered their ears every time we mentioned the Saudis,” said former Fairfax County Police Lt. Roger Kelly. “It was too political to touch.”
Added Kelly, who headed the National Capital Regional Intelligence Center: “You could investigate the Saudis alone, but the Saudis were ‘hands-off.’ ”
Even Anwar al-Awlaki, the hijackers’ spiritual adviser, escaped our grasp. In 2002, the Saudi-sponsored cleric was detained at JFK on passport fraud charges only to be released into the custody of a “Saudi representative.”
It wasn’t until 2011 that Awlaki was brought to justice — by way of a CIA drone strike.
Strangely, “The 9/11 Commission Report,” which followed the congressional inquiry, never cites the catch-and-release of Awlaki, and it mentions Bandar only in passing, his named buried in footnotes.
Two commission lawyers investigating the Saudi support network for the hijackers complained their boss, executive director Philip Zelikow, blocked them from issuing subpoenas and conducting interviews of Saudi suspects.
9/11 Commission member John Lehman was interested in the hijackers’ connections to Bandar, his wife and the Islamic affairs office at the embassy. But every time he tried to get information on that front, he was stonewalled by the White House.
“They were refusing to declassify anything having to do with Saudi Arabia,” Lehman was quoted as saying in the book, “The Commission.”
Did the US scuttle the investigation into foreign sponsorship of 9/11 to protect Bandar and other Saudi elite?
“Things that should have been done at the time were not done,” said Rep. Walter Jones, the North Carolina Republican who’s introduced a bill demanding Obama release the 28 pages. “I’m trying to give you an answer without being too explicit.”
A Saudi reformer with direct knowledge of embassy involvement is more forthcoming.
“We made an ally of a regime that helped sponsor the attacks,” said Ali al-Ahmed of the Washington-based Institute for Gulf Affairs. “I mean, let’s face it.”

Saudi Arabia threatened to sell up to $750 billion worth of US assets held by the Kingdom if Congress passes a bill that would allow the Saudi government to be sued over 9/11, reports
The New York Times’ Mark Mazzetti.
Saudi Foreign Minister, Adel al-Jubeir, personally passed on the message last month during a trip to Washington, according to The Times.
The foreign minister was referring to the Justice Against Sponsors of Terrorism Act, (JASTA) which would let victims of 9/11 and other terrorist acts sue foreign sponsors of terrorism.
As Vice News noted when it was reintroduced in September, the Senate bill would pave the way for a lawsuit to proceed over Saudi Arabia’s alleged role in the 9/11 terror attacks.
Saudi Arabia has been arguing that it’s immune from liability over 9/11 under a 1976 law that makes it difficult to sue foreign countries in US courts. However, the JASTA legislation would allow victims of terrorism on US soil to sue foreign sponsors of terrorism.
The Obama administration has been lobbying Congress to block the bill’s passage, administration officials and congressional aides from both parties told The Times. The administration argues that the legislation would put Americans at legal risk overseas.
Meanwhile, “the Saudi threats have been the subject of intense discussions in recent weeks between lawmakers and officials from the State Department and the Pentagon,” writes Mazzetti. “The officials have warned senators of diplomatic and economic fallout from the legislation.”
The Saudi government has routinely denied any involved in 9/11. Additionally, the 9/11 Commission found “no evidence that the Saudi government as an institution or senior Saudi officials individually funded the organization.”
However, Mazzetti writes that suspicions about Saudi involvement have lingered because a 2002 inquiry from Congress cited evidence that Saudi officials living in the US were part of the 9/11 terror plot.
Notably, the Saudis’ statement comes at time when US-Saudi relations are not as great as they once were following attempts to (kind of) patch things up with Iran, the Saudis’ regional rival, and ongoing questions about the roles both countries should play in the Middle East.
