Militia: Per the CC, the Citizens portion of the HCL now a Budgetary issue now. 92% is ready to go with the 33% Corruption file is in warp speed now it appears. Article 140 is the rider going to parliament that deals with the citizens and not the Kurds. We are in the 4th phase, a good thing! A rate change is needed! All budgetary issues for 2017..
