Frank26 The HCL is in the budget…Abadi activated the HCL that is in the budget…The reason the HCL is in the budget is because of Article 140…just recently the Kurdistan and Iraq agreed on everything…all the way down to Article 140…and it caused the HCL to become activated inside of the budget..
Now they need for Parliament to do the final steps of the HCL…because the HCL was passed years ago…has now been activated but is not done. Parliament is dealing with these final steps…
We know that the HCL is activated…because Kurdistan is now pumping their oil through their oil pipeline that was closed since March 2016…the Kurds only want their money…and that is why you don’t see the e-dinars or the IEX on September 2nd because they haven’t raised the value of their currency yet…
The rate change is needed for many things…it is in demand to the budgetary issues of the 2017 budget.

Dr. Saleh comes forward to reiterate the agreement made this past week between Erbil and Baghdad to reopen the pipeline to the Turkish port of Ceyhan where the Kurds have storage facilities…
If you recall they were using that port last year to load oil tankers bound for various foreign ports but often had difficulties off loading the Kurdish oil because Baghdad suddenly would convince the inbound country to boycott the Kurdish oil….
This caused some oil to be transferred at sea so as to mask the real source of the oil…..finances upon the high seas……will this agreement lift some of those boycotts…..boycotts that we’ve seen as late as this week for 2 or 3 oil tanker companies….time will tell for them.
In the meantime any agreement made between Erbil and Baghdad has to be good news…..news of things getting pointed in the right direction for the two factions…..one step closer to “activation” and that has to be a good thing in the eyes of the Iraqi citizens. Aloha Randy
