Militia Man The hold up for the last three months lies in the budget, in my view Article 12. Is that the key? Is that the Rosetta Stone? It sure looks really good. If that key is what we’re looking and that article 12 happens to be specifically related to the exchange rate, I think everybody in the world is paying attention.
