In Iraq the exchange rate is written into the budget law. The 1,300 rate sits in the 2023 law, no law since has replaced it, and the document that must carry the next number is now being drafted, due at parliament in September…The budget law records the rate, it does not set it. In February 2023 the rate moved by decision on an ordinary morning and the law caught up 4 months later. September is when Iraq must show a number on paper.
