Some argue that the HCL (Hydro-Carbon Law) has to have a rate before the HCL gets passed.  It allows there to be distribution of oil revenues between Kurdistan and other regions of Baghdad [Iraq].  It is important.  It’s something they’ve been negotiating since 2007, almost 20 years…

I think with this new prime minister, it seems like that law is at the top of the agenda to get passed

Is the rate change going to be before the law is passed? 

Is the law gong to pass first and then there’s a rate change?
