Since 2003 the government has never formed before the deadline. Ever. Iraq is very good at pushing things back… Nothing ever gets done on time. They push it out, push it out, push it out. This is the first time in 23 years that Iraq has actually met a constitutional deadline, which is such a big deal. Something is happening. Things are happening behind the scenes. Things are moving.
