Abadi has not been decided to provide “reform document” for the reshuffle, the escalating dispute within the National Alliance parliamentary bloc, the largest.
The parties are divided into two parts, the National Alliance, between a conservative on the document, which sees it as just “ideas” theory, and the OK to some elements provided that have a role in the government reshuffle.

This is exactly why Abadi must move now before this change is hi-jacked by the corrupt NA and intentionally turned into a big political mess.  The NA is the party in charge and as such it is the party where 90% of the crooks hang their hat.  They don’t want change.
Maliki, Shahristani Jaafari, Badr and the likes along with their corrupt counters parts from the Sunni’s and Kurds. Allawi and Nujafi are all against change because they understand the personal consequenses that would arise as a result.
Abadi, Sadr and Hakim must bulldoze through these guys and finish this or it will become exactly as the article describes the NA as saying, they consider it a theoretical plan only, not a plan of action.
Abadi is consulting with the UN representative to figure a new way around these guys.   Once again it is time for al-Sistani to inject himself into this and help Abadi push this through the NA.
He needs to convey in his message if you are not for this change you must be a crook. If Maliki sees an opening or smells weakness, he will jump into it rabble rousing again about getting rid of Abadi because he is ineffective and then he off course will attempt to save Iraq by offering to become the PM  again.
Abadi must get this done now.  Every day that goes by without the change being done is a day closer to disaster.  Abadi, don’t give these corrupt NA officials any chance to drag this out.  Strike now while you have the strength on your side.
Sadr is starting to also show signs of slipping due to the blocks in the NA resisting the change.  He has voiced his concerns for being able to control the sit-ins together for any length of time.
He has a lot riding on this because on the one hand as the article states the longer this goes on, the more risky it gets.  Infiltrators and plants might try to turn the sit in ugly.
Also the goal of the sit-ins is to force government change by the people and if that does not occur, if they can’t rid the government of all the corruption, then he will loose the momentum and his statue awarded to him by the people.  So this must get done now.
The longer this goes and any show of indecisiveness the worse it will get.  Sadr shoiuld not give an inch to these corrupt politicians in the NA as they try to drag this out.  Tlar
