Parliamentary Finance: Next Year’s Budget Is Austere, With No New Appointments Or Investment Projects

{Baghdad: Al Furat News} A member of the Parliamentary Finance Committee, Ahmed Mazhar Al-Jubouri, confirmed on Saturday that next year’s budget will be austerity without new appointments or investment projects.

Al-Jubouri said in a press statement that “the 2020 budget is a legal cover for the past months, and it is an austerity budget that is far from directly operational investments, especially since the previous borrowing of 15 trillion dinars, which the state withdrew was only salaries.”

Al-Jubouri added that “until the next budget, there are paragraphs for internal and external borrowing to pay salaries, and therefore there is no new in them, far from the investment framework and appointments.”

He explained that “the Minister of Finance, during hosting the committee, answered regarding the issue of appointments and dealing with it that there is a stronger will than the ministry,” declaring clearly that “all appointments were rejected by him and by the ministry’s advanced staff for lack of financial coverage, but it was imposed on him by the government with decisions and votes.” Council of Ministers”.

Al-Jubouri indicated that “the next budget includes expenditures to cover ongoing projects, not new projects, and I do not think that the state will proceed with the issue of appointments in light of the increase in expenditures by 20% than it was in the 2019 budget.” LINK

An Iraqi-Iranian Agreement To Reopen The Last Closed Border Crossing Between The Two Countries

Pratha News Agency82 2020-09-12 A spokesman for the Iranian Customs Authority, Ruhollah Latifi, announced, on Saturday, the daily operation of the “Mejbah” border crossing with Iraq, located in the southwest of the country, to export goods.

The Iranian Fars news agency quoted Latifi as saying, “After a trial run for several weeks, the Director of the Iraqi Customs and the Iraqi Gray agreed to implement customs procedures throughout the week in order to export goods.”

The spokesman noted that “the crossing was operating experimentally like all the Iraqi crossings on Sunday and Wednesday only,” stressing that “during the trial period, about 30 trucks used to pass through the attractive border crossing daily, and now about 170 trucks, most of them carrying fruits, vegetables and construction materials.”

It is noteworthy that the Iranian crossing is “attractive”, the last closed crossing with Iraq, as it reopened after a six-month closure due to the outbreak of the Coronavirus, and thus all the common crossings between the two countries were reopened to the export movement.

US Energy: Three Major Oil Fields In Iraq Have Reduced Their Production

The Information Department stated in a report seen by “Al-Eqtisad News” that “crude oil production in Iraq decreased by 900 thousand barrels per day in July compared to January,” indicating that “the decrease came as a result of voluntary cuts and other operational challenges related to Covid – 19 including restricting the movement of people and equipment. ”

And she continued, “Starting from the month of March, the contractual obligations of Iraq with the international oil companies that operate the large fields in southern Iraq and the financial pressures that were exacerbated by the decrease in oil revenues formed additional challenges for the federal government and the oil sector, which made production cuts difficult to implement for Iraq in May.”

She added that “Iraq and the international oil companies developing the oil fields in Iraq agreed in June to reduce production,” noting that “the reduction came greater than the southern fields, especially the Rumaila field, West Qurna 1 and West Qurna 2, which contributed to a decrease in crude oil production from 4.6 million.” Barrels per day to 3.7 million barrels per day in July and helped Iraq adhere to the oil agreement.

It is noteworthy that Iraq agreed to reduce its oil production by one million and 250 thousand barrels per day due to its lack of commitment to the reduction during the months of May and June.
