Al-Kaabi Calls For Resolving Controversial Points In Making Constitutional Amendments

Monday 12 October 2020   87   Baghdad: Morning   The First Deputy Speaker of Parliament, Hassan Al-Kaabi, called for speeding up the resolution of the controversial points and making constitutional amendments that meet the aspirations of the people, calling on the Parliament’s Constitutional Amendments Committee to study the proposals submitted by citizens as they relate to the future of the country’s democratic process.

A statement by his office stated, “Al-Kaabi chaired an important meeting of the Constitutional Amendments Committee in the House of Representatives to discuss the proposals of political forces, the proposals sent by citizens through the committee’s website and the most prominent points of contention for the articles of the constitution.”

Al-Kazemi: Bad Planning Has Burdened The State Apparatus With Major Problems

Monday 12 October 2020   100   Baghdad: Morning  Yesterday, Sunday, a meeting chaired by Prime Minister Mustafa Al-Kazemi, which included a number of ministers and government officials, was devoted to discussing treatments for unemployment and securing job opportunities for the youth, as well as developments in the general situation.

According to a statement by his media office, Al-Kazemi stressed the government’s determination to find effective solutions to the current crises, and its emphasis on the importance of facing all financial, economic and epidemic challenges in a way that secures Iraq overcoming these crises and turning them into focal points for reform and development.

The Prime Minister said: The solutions must be realistic, practical and applicable, as previous poor planning has accumulated, which burdened the state apparatus with major problems that need treatments and continuous work to change the wrong situation that the state is currently working on.

The meeting witnessed a number of proposals related to loans and job creation in the private sector. The youth employment project and ways to provide support for this vital segment were also discussed, in addition to the reforms in the white paper.

It is noteworthy that the meeting was attended by the Ministers of Oil, Finance, Planning and Higher Education, the Governor of the Central Bank and the Chairman of the Federal Service Council, as well as the Director of the Office of the Prime Minister and the Secretary General of the Council of Ministers.   LINK

Central: An Electronic Platform For Letters Of Guarantee

Monday 12 October 2020   55   Baghdad: Morning   The Central Bank announced «the launch of the electronic platform for letters of guarantee in which the letter’s information will be recorded by the authorized banks», including in its work the downloading of letter data by the authorized banks through accessing them and with different and specific powers, provided that the bank is responsible for the accuracy and correctness of that data.

A bank statement, of which Al-Sabah received a copy, stated that this comes “within the framework of its reform measures and in keeping with the developments taking place in the automation of the banking industry.”

The statement explained, “It is required for the beneficiaries of the two sectors (public and private), and after issuing the letter, the adoption of an electronic registration form obtained from the central bank, which will be issued by the platform, including information on those letters and has various security marks such as the heat stamp and the (barcode) feature, without the central responsibility. Any financial obligation that results from the bank’s delay in paying the value of the letter.

The Central Bank called on the parties benefiting from letters of guarantee located in the capital, Baghdad, to obtain the information registration form by the bank, while those outside the capital Baghdad can obtain the information registration form from the branches of the Central Bank of Iraq (Basra, Mosul, Erbil) and according to the geographical area of each branch, and work will be done. Parliamentary Finance Reveals Obstacles To Unifying The Salary Scale

“The standardization of the salary scale has nothing to do with political stability in the country, and it is an arrangement for the salary scale so that justice is achieved,” said Jamal Cougar, a member of the committee.

Cougar added, “If the salary scale is unified, there are a number of laws that must be changed or amended, because each ministry or institution has its own law, and therefore its salaries are different from the others.”

He continued, “Employees’ payrolls must be collected in one device or one institution because until now there is no database, and therefore this matter requires a proactive step by every ministry conducting a biometric procedure for its ministry so that the institution can then integrate its data within the main institution called the Civil Service Authority “.

The Stock Market Index Declined In The Second Session

Stock  market  Market  Economy News – Baghdad  The stock market index declined in today’s session, by 0.15% after the shares of 10 companies fell during the session

Al-Kazemi Holds A Meeting With The Political Blocs To Discuss The Reform White Paper

Political   Monday 12 October 2020 | 05:52 pm| Views: 14 Today, Monday, Prime Minister Mustafa Al-Kazemi held a meeting with the political blocs, in the presence of the Speaker of Parliament, Muhammad al-Halbousi, and the Chairman of the Supreme Judicial Council, Faiq Zidan.

During the meeting, which was attended by the Minister of Finance and Planning, the reform white paper on overcoming the economic challenges that the country is going through was discussed, especially with regard to the financial aspect.

Al-Kazemi pointed to the size of the challenges facing Iraq, whether on the health level and the repercussions of the Corona pandemic, or at the economic level and the stifling financial crisis, or at the level of major security challenges, and stressed that despite the pressures and obstacles that the government faces, it is determined to work hard to overcome Ordeal.

And he indicated that the government has assigned specific duties that culminate in early elections, and a date has been set for them, and the election law has been finalized, and work is continuing with the Elections Commission and the concerned authorities, to conduct the elections on time, and thus we have responded to the will of our people and our rational reference.

He stressed that addressing economic challenges is not an easy task, and that the current crisis is systematic, not related to this government and its procedures, and it needs real and radical reform and long-term plans to overcome them, stressing the need for integration in work between the authorities to achieve what we seek.

Prime Minister Mustafa Al-Kazemi reviewed the reform paper, stating that it is a preliminary paper that needs everyone’s efforts to develop it, and to benefit from existing experiences, in order to translate it into a reality for long-term work.

He stressed that the white paper represents the beginning of economic reform, despite being lengthy and includes some measures, but it will be a base upon which we can develop the country’s future vision, expressing his hope that the House of Representatives will discuss and approve the reform paper in principle, to be a general framework for real and serious work. It can boost the Iraqi economy.
