BAGHDAD,— Iraq’s federal government will pay the salaries of the cash-strapped Kurdish region’s employees if it halts its independent oil exports, Prime Minister Haider al-Abadi said Monday.
Iraq’s autonomous Kurdistan region, facing a financial crisis due to low oil prices, has announced its employees will be paid partial salaries until further notice and that months of unpaid wages will be considered loans to the government.
“Give us the oil and I will give every employee in Kurdistan (their) salary,” Abadi said in an interview with Iraqiya state television.

The CBI was composed of five main departments, plus support elements (see Figure 37).
Department of Investment. This department maintained account information for foreign accounts.
Department of Accounting. This department maintained the employee accounts of the CBI.
Department of Exchange. This department licensed money exchangers.
rcookie says The Presidency was also the authorizing authority for transferring money to other ministries. Any order for funds received by the MoF was sent to the Director of the CBI, Isam Rashid al-Huwaysh. Any disputes between al-Huwaysh and al-Azawi were settled by Saddam.
When hard currency was collected in the CBI, it was allocated to the ministries that needed hard currency to buy things internationally, such as the Ministry of Health. Because hard currency was in such short supply, the ministries that received it had to pay it back in Iraqi Dinars.

CBN stops daily currency auction for banks

STILL exploring ways of conserving foreign exchange (forex), the Central Bank of Nigeria (CBN) has discontinued its daily auction to banks . The banks are now to begin self-sustenance by sourcing forex by themselves.
The development may mean that the regulator will now be intervening in the foreign exchange market occasionally and will leave banks with the determination of how much of the deposited foreign currencies by the customers will be disbursed back to them.
rcookie says to luvmydream CBN had on Monday unveiled a new foreign exchange plan, in which bureau de change (BDG) operators were shut out of the official weekly intervention.
But an analyst who spoke to The Guardian on a condition of anonymity said the move was a subtle approach similar to that of the BDCs.
The Director of Financial Market, CBN, Emmanuel Ukeje, affirmed the apex bank’s position, saying: “We will not sell (dollars) on a daily basis any more. Whenever we do the auction everybody bids.”
Before now, commercial banks used to make naira provisions to the CBN with their bid for foreign exchange ahead of the auction, which is conducted daily for sectors.
