[The Iraqi citizens] know the budget has 1500. You know it has 1500. I don’t give a rat’s behind what they tell out there. They’re excited that on the 15th they’re going to see a budget and they’re going to see 1500 in it. But more importantly they’re excited about what’s in the budget that the Kurds have agreed with…The 1500 has to stick around for another 40 more days…That’s good. That’s what’s maintaining the stability as long as we keep sending [the Iraq] dollars.
