Kuwait never RV’d their currency, they just reinstated it after Saddam was pushed out by Bush Sr.
There was no full-page ad denying the possibility either…
As a note, Kuwait reinstated their currency on March 24th, 1991 at a rate of $3.47 to $1.
Prior to the invasion the rate for the KWD was $3.50 to $1.
